Design Panel membership
The HS2 Design panel is an independent non-executive advisory body. It is chaired by Sadie Morgan.
Design Panel members are experts drawn from many industries and design disciplines. These include:
- rail engineering safety and rail operations
- civil and structural engineers,
- community engagement
- architecture, landscape architecture, town planning and urban design
- design management, service design and inclusive design
- product design, branding, digital design
- sustainability, development economics and retail development

Principles and remit
Find out about the 10 principles that guide the Design Panel. They are based on widely accepted industry best practice, including “Design Review Principles and Practice” by Design Council, CABE, Landscape Institute, Royal Town Planning Institute and the Royal Institute of British Architects.

Design Panel handbook
The Design Panel handbook is for members of the design panel. It provides advice and guidance on many important aspects of the design panel’s work. It provides a clear understanding of the HS2 Design Panel process an
d the specific role that members play within that process.

Colne Valley viaduct concept
Members have also contributed to the Colne Valley viaduct concept report. This report helps inform development of its final design and form the basis for wider discussions with local communities. The concept was developed by independent specialists Knight Architects, working with Atkins, in consultation with the Colne Valley Regional Park Panel, as well as the Design Panel members.
