HS2 Homeowner Payment scheme guidance and application form

The Homeowner Payment scheme is for owner-occupiers of rural properties near the line of route.

The payments we offer under the HOP scheme were increased to reflect inflation on 11th February 2021. The new paymentapply to all applicants who qualify along the Phase One and Phase 2a routes. 

The HOP scheme aims to share the economic benefits of HS2 with homeowners who might not directly benefit from the railway when it opens because they don’t live close to our stations.  

One-time cash payments are made to eligible owner-occupiers, whose property is typically between 120 to 300 metres from the line. 

At present, this scheme is only open to applications for properties along Phase One and Phase 2a. The scheme for Phase 2b will launch when this section of the route receives Royal Assent.

Homeowner Payment (HOP) scheme changes – Frequently asked questions

Why have the HOP payment amounts changed? 

The HOP payment amounts have increased to reflect inflation. The new amounts were introduced when Phase 2a was granted Royal Assent.  

What is Royal Assent? 

Once a Bill has completed all the Parliamentary stages, it is ready to receive Royal Assent. This is when the Queen formally agrees to make the Bill an Act of Parliament and it becomes law. 

What are the new payments?

I have already received my HOP payment. Can I submit an additional claim for an increased amount? 

If your HOP scheme payment was received before 16 November 2020 – the date, wpublished further information in relation the increased payments – you don’t qualify to claim the increased amount or a topup payment.
