Robert Herga was appointed HS2 Residents’ and Construction Commissioner in July 2025. A qualified solicitor, he holds an MSc in construction law and arbitration. 

Robert was general counsel at Gatwick Airport Limited from March 2010 to April 2022 and before that had been General Counsel at airport owner and operator BAA plc, where he worked for 20 years.  

Before joining Gatwick, Robert was general counsel and company secretary at Carpetright plc. 

He was a non-executive director at The Pensions Regulator from 2017 until April 2022.  

 Robert Herga also holds positions as chair of the Gatwick Airport Pension Plan, member of the Competition Appeal Tribunal and member of the Competition Service Audit and Risk Committee.
