Phase 2b: Crewe to Manchester, West Midlands to Leeds

Extending the high speed network to Manchester and Leeds, and beyond, services on Phase 2b of HS2 will begin in 2033.

The Phase 2b line forms a Y shape, split into an eastern and a western leg. The western leg will connect to the high speed lines at Crewe and run through to Manchester. The eastern leg will connect to high speed lines in the West Midlands and run through to Leeds. Services will also travel onwards to places like Glasgow, Liverpool, Preston and Wigan.


We are now carrying out 2 route-wide consultations on our emerging proposals for the new railway. The consultations start on 11 October 2018 and will close at 23:45 on 21 December 2018.

To support the consultations, reference copies of the consultation documents will be available during the consultation period at a number of locations along the route. You can view the addresses of the information points, filter by your community area and see them on a map.

A new online resource has been created to help make it easier for people to find information about HS2 in their local area.

The Navigator tool has been developed to help you navigate the elements of the Working Draft Environmental Statement. We recommend against using Internet Explorer for the Navigator, functionality may be reduced on mobile devices.

Our new online tool allows people to explore maps and documents more easily.


We are holding a series of public information events from 29 October to 7 December 2018 to support the consultations. At these events you will be able to talk to members of the HS2 team, ask questions and find out more about HS2 in your area.

While these dates are confirmed, please check the event page in case of any last-minute changes to dates or venues. Should any of these events need to change due to unforeseen circumstances, we will endeavour to inform the local community and other interested parties as soon as possible.

Planning permission to build HS2 Phase 2b

In November 2016, the Secretary of State confirmed part of the Phase 2b route, whilst also announcing a consultation on seven route refinement areas. In July 2017, the government confirmed the route for the next phase of HS2 from Crewe to Manchester and the West Midlands to Leeds.
