Phase 2b: Crewe to Manchester, West Midlands to Leeds

Extending the high speed network to Manchester and Leeds, and beyond, services on Phase 2b of HS2 will begin in 2033.

The Phase 2b line forms a Y shape, split into an eastern and a western leg. The western leg will connect to the high speed lines at Crewe and run through to Manchester. The eastern leg will connect to high speed lines in the West Midlands and run through to Leeds. Services will also travel onwards to places like Glasgow, Liverpool, Preston and Wigan.


Consultation on the working draft Environmental Statement and working draft Equality Impact Assessment Report for Phase 2b closed at 23:45 on 21 December 2018. We are now analysing and considering the feedback received and reports summarising the feedback will be published next year.

  • the working draft Environmental Statement – this describes the likely environmental impacts of building and operating Phase 2b of HS2; as well as proposed ways to avoid, reduce, mitigate and monitor the effects.
  • the working draft Equality Impact Assessment Report – this looks at the potential effects of building and operating the railway on people protected by the Equalities Act 2010.

Planning permission to build HS2 Phase 2b

In November 2016, the Secretary of State confirmed part of the Phase 2b route, whilst also announcing a consultation on seven route refinement areas. In July 2017, the government confirmed the route for the next phase of HS2 from Crewe to Manchester and the West Midlands to Leeds.
